A Proposal for the Korean Mental Health Act


Abstract
The mental health act has two kinds of goal in terms of its purpose ; one goal is that its main objective is to clarify the procedure of caring activities for mentally ill persons and the other is to promote of mental patients. The mental health
acts of
western countries health act of Japan is example of the other.
The welfare oriented mental health act such as Japan has inevitable side effects, such as prolongation of hospitalization period, crowding of inpatients, chronification of patients, and finally, increase of cost for mental patients. As a result
of
the
welfare oriented mental health act, Japan became the country which has the largest number of psychiatric beds as compared with general population.
In this context, the author propose that the mental health act of our country should be legislated as procedure oriented mental health act in the most strict sense.
